- What is the definition of exempt plates?
- They are special plates issued to vehicles owned by the state, city, county,
tax district, or irrigation project and therefore exempt from registration fees.
- Who issues and transfers exempt plates?
- All exempt plates will be issued by the Idaho Transportation Department
upon receipt of a request from the Property Management Office.
- What are the fees?
- $23.00 Exempt plates, $5.00 Transfer fee, and $3.00 Duplicate Registration
fee.
- Can trailers be issued exempt plates?
- Yes. Exempt trailer plates are issued with a prefix of A. If the trailer
is less than or equal to 2,000 pounds - no title is needed to obtain an exempt plate.
If the trailer is greater than 2,000 pounds - a title is required to obtain an exempt plate.
- I have a homebuilt trailer. What are the procedures to receive exempt plates?
- First, you need to have the trailer inspected by your local Division of Motor
Vehicles Department. Second, the inspection certificate and a budget number must
be sent to the Property Managemant Office for processing.
- Can motorcycles be issued Exempt plates?
- Yes. Exempt motorcycle plates are issued with a prefix of M.
- Do ATV's & UTV's need to be licensed?
- YES.
ATV's & UTV's require restrictive vehicle license plates for
travel on local and non-local jurisdiction roads open to OHV (Off Highway Vehicle) use.
The cost is $3.00 for new plates/registration. The restrictive plates are required to
be renewed every seven years.

- Do I need an off-road sticker for my ATV/UTV?
- YES.
OHV (Off Highway Vehicle) registration strickers are required for OHV use. The cost is
$10.00 and must be renewed annually. Beginning January 1, 2010 the fee will increase from
$10.00 to $12.00.

- Who does NOT need a restrictive vehicle license plate and/or OHV restrictive sticker?
- Idaho Code only excludes vehicles used EXCLUSIVELY on private land for agricultural use or snow removal.
- Where does the OHV registration sticker allow me to operate?
- You may operate off-highway (designated OHV riding areas, areas
open to cross country motorized travel, designated motorized trail
systems, motocross tracks, sand dunes, etc.). You may also operate on
roads on state lands and federal lands that are not part of the highway
system of Idaho open to such use. There are additional requirements

- What is the law concerning Invasive Species permits on
University of Idaho owned boats/canoes/kayaks/etc?
- Any boat that is registered in Idaho or another State, and any
non-motorized vessel (canoe, kayak, raft, drift boat, etc.) will be
required to purchase and display Idaho Invasive Species Fund (IISF)
stickers in order to legally launch in Idaho. Only inflatable,
non-motorized vessels less than 10 feet in length are exempt from this

- If a license plate is lost can I request a single plate replacement?
- No. An entirely new set must be issued.

- I sold a vehicle and the purchaser needs the title, who should I contact?
- All UI vehicle titles are maintained by the Property Management Office (PMO).
Please contact the PMO office at 885-4070 for instructions.
- The vehicle registration is missing. How do I receive a duplicate one?
- Please notify the Property Management Office. You will need to provide
the VIN number, license plate number and your departmental budget number.
The PMO will then process your request with the Idaho Department of Transportation Office.
- What is wheel-mounted equipment?
- Such machinery as cement mixers, generators, welders, tar buckets, air compressors,
tow dollies, portable toilet trailers, office trailers, concession stands, street sweepers,
etc., and others as determined by the department.
- Does wheel-mounted equipment have to be registered?
- No, but the weight of the equipment is added to the gross weight of the power unit.
